Place a large square of quilt batting on a flat surface. Center the wood framed canvas on top of the batting with the canvas side face down.
Cut the batting using the canvas as an outline but leave about 4 inches of fabric showing on each side of the canvas.
Fold the batting over one side of the canvas, pull it taut and use the staple gun to secure it to the wood frame. Repeat on all sides of the canvas. After stapling, cut off any excess batting.
Lay a large square of your fabric on a flat surface with the design side face down. Place the canvas on top with the canvas side down. Cut the fabric, leaving about 5 inches of fabric showing on each side of the canvas.
Repeat the process in Step 5 of stapling the fabric to each side of the wood frame.
Turn the canvas over and arrange strips of ribbon in a crisscross pattern. The ends of each strip should hang about 3 inches over the board. Pin the ribbons to the fabric with straight sewing pins to keep them in place.
Flip the canvas over and staple one end of a ribbon to the wood frame. Pull the ribbon tight before stapling the opposite end. Repeat until you have stapled all the ribbons.
Hot glue buttons or place decorative tacks over the ribbons' intersecting points to decorate the bulletin board.
Slip papers, photos or mementos on the bulletin board under the ribbon. You can also use thumb tacks to secure objects to the board.
