Known simply as "Collin College," this institution is the only public college in Rockwall County. Its main office is in McKinney, but it has campuses in the towns of Rockwall (at the Higher Education Center on Williams Street) and Plano, 19 miles away. Classes are offered during the day and the evening. Collins offers both vocational training (such as toward dental hygienist certification, firefighting, hospitality and tourism, etc) and academic coursework that can be transferred to a four-year college (for example, in humanities, sciences, social sciences, and foreign languages).

Possessing the largest campus in the Dallas County Community College District, Richland College offers Associate degrees in over 100 subjects. The institution is divided into specialized schools, including Engineering, Business, and Technology; Ethnic Studies, Social Science and Physical Education; Human and Academic Development; Humanities, Fine and Performing Arts; Mathematics, Science and Health Professions; Teacher Preparation; and World Languages, Cultures and Communications. The campus also includes a planetarium, gardens in a labyrinth, and a lake.

All the community colleges in Dallas County offer a range of Associate degrees in Arts and Sciences, but for a vocational track in Applied Sciences (for example, auto dealership, accounting, radiological sciences etc.), Brookhaven has the most programs. Also noteworthy are Brookhaven's Ellison Miles Geotechnology Institute, which promotes Earth Science education and teacher training as well as its School of the Arts, "for serious art students."
