Government PhD Scholarships

The federal government provides numerous opportunities for American PhD students to get financial assistance while they pursue their doctorate. These scholarships are often quite generous, and sometimes require a PhD candidate to commit to some amount of government service upon graduating. Typically, government PhD scholarships are designed to either attract qualified candidates into certain areas of the workforce, or to address a shortage of qualified workers in specific fields and communities.
  1. Jacob K. Javits Fellowship Program

    • The U.S. Department of Education provides funds for doctoral students through the Jacob K. Javits Fellowship Program. This scholarship program awards an annual cost of living stipend of $30,000 and $13,000 toward a student's tuition per year. Students pursuing PhDs in certain areas of the social sciences, arts, and humanities are eligible for Jacob K. Javits Fellowships. Fellowships are awarded on the basis of academic achievement, financial need, and potential for success. Students must be citizens or permanent residents of the United States to be eligible.     NSF Graduate Research Fellowship Program

    • The federal government provides financial support to PhD students through the Graduate Research Fellowship Program of the National Science Foundation. NSF Fellowships provide stipends of $30,000 and $10,500 toward tuition for up to three years of support. Students must be citizens or permanent residents of the United States in order to be eligible, and must be pursuing a doctoral degree in an area of study related to the mission of the NSF. Applicants will be judged on the basis of academic merit and the broader implications of their research proposal.     IHS Health Professions Scholarship Program

    • The United States Department of Health and Human Services offers scholarship money to Native American and Native Alaskan PhD candidates in the health care field through the Indian Health Service Health Professions Scholarship Program. IHS Health Professions Scholarships pay for tuition and fees related to a candidate's primary field of study, books and other educational expenses, and also provide a cost-of-living stipend to scholarship recipients, including $300 per year for transportation costs. These scholarships are awarded in increments of one year, and must be reapplied for annually. In order to be eligible, students must maintain full-time status, and must maintain a GPA of 2.0 or higher. In return for support, IHS scholarship recipients must commit to one year of service in an IHS-approved facility for each year of support received.
