The National Collegiate Athletics Association has around one billion dollars budgeted to help aspiring college athletes meet the cost of tuition. If you're interested in getting money from the NCAA, you'll have to parlay your high school golf activities into a spot on the college team. You should contact the golf coach through the athletics department of the college you're interested in attending, to see if you qualify for any NCAA scholarship monies.
