Western State Consortium of Colleges

With college tuition rates steadily increasing, parents and students alike are searching for ways to reduce higher education costs. In some cases, a student may want to attend an out-of-state school, but cannot afford the higher tuition. Several regional college consortium programs offer reduced tuition rates for out-of-state students from neighboring or participating states. Among Western American states, the consortium is organized under the name WICHE (Western Interstate Commission for Higher Education). Undergraduates who participate in the WICHE program are called Western Undergraduate Exchange (WUE) students.
  1. Participating States

    • States participating in the WICHE program are: Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington and Wyoming. A list of the participating schools in each state can be found at wiche.edu.

    Tuition Rates

    • Students from participating states can attend any participating state community college or state university at a reduced tuition rate of 150 percent of the in-state resident rate.

    Programs of Study

    • Nearly every undergraduate program or field of study is available to WUE participants. In some cases, however, schools only offer programs or courses to WUE students on a restricted basis. To find out if your program of interest is available at the participating college of your choice, search the WICHE/WUE database at wue.wiche.edu.

    Additional Qualifications

    • In addition to living in a participating state, eligibility requirements for WUE students may include qualifying ACT scores, SAT scores, or cumulative high school GPA. Many schools also offer the WUE reduced tuition on a first-come, first-serve basis, so students who apply early often have an advantage.
