The scholarship was begun by Anna Lee Stacey through her will. The trust fund distributes $5,000 per year to students wishing to further their education in art and who plan on making it their career. Applicants must have a focus in art, demonstrating the classical tradition of western culture and conservatism. U.S. citizens between the ages of 18-35 may apply. A committee decides how many applicants will be awarded and the monetary distribution among the recipients. The committee may also make recommendations to the winners as to how the money should be spent, but generally it can be used anyway toward a conservative art education. Each quarter, recipients must compile a report for the committee, detailing work they have done, including digital images. A more complete report is required at the end of the year at the termination of the scholarship.
