The Health Resources and Services Administration is a division of the United States Department of Health and Human Services that provides scholarships to nursing students. As of 2010, HRSA scholarships pay for a student's tuition, fees, books and other educational expenses such as laboratory expenses. HRSA Nursing Scholarships also provide a monthly living allowance of $1,326 while a student is in school. After graduation, a student must work in an underserved or low-income area for at least two years. If a student fails to fulfill their service scholarship, they must repay the scholarship in full. A student must be a U.S. or permanent resident to be eligible.

The Indian Health Service, a division of the United States Department of Health and Human Services, provides scholarship money to nursing students of Native American and Native Alaskan origin. To be eligible, a student must be a citizen of the United States and provide documentation of their ethnic origin. As of 2010, the IHS Health Professions Preparatory Scholarships pay for the full cost of a student's tuition, fees, books, provide money for summer classes, $300 per year to offset the cost of travel and a monthly cost-of-living stipend. Stipends vary by year and depend on the level of government funding. Scholarship recipients must work for one year in a position designated by the IHS for every year of scholarship support they receive. The U.S. Army makes federal money available to nursing students through ROTC Nursing Scholarships. As of 2010, ROTC Nursing Scholarships pay for the full cost of a student's tuition and also provide a cost-of-living stipend that ranges between $300 and $500 per month--depending on a student's year in school. A student may also be able to use her scholarship for room and board instead of tuition. To be eligible for ROTC Nursing Scholarships, a student must be a U.S. citizen, must pass a physical examination, must have a high school GPA of at least 2.5 and be between the ages of 17 and 26.
