The Virginia Department of Criminal Justice Services administers the JJDP Title V program and awards competitive grants to local government units. The grants support efforts to reduce youth violence and delinquency through services to families and communities. The program's goal is to create safe and nurturing environments in which youth become responsible citizens.
The JJDP Title V program requires grantees to match grant awards by at least 50 percent. Programs may receive funding for up to three years. The JJDP Advisory Committee makes grant award decisions. The department publishes notices of availability of funds in December and requires applicants to submit letters of inquiry before submitting a full application. Virginia's Family and Children's Trust Fund (FACT) awards grants to nonprofit, community, and faith-based organizations for programs designed to combat child abuse, neglect, and family violence. An example is the Family Violence Prevention Treatment and Public Awareness grant awarded in 2009. Virginia's governor appoints FACT's board of trustees to raise and distribute funds for the prevention of violence.
