Put two 9x12-inch black felt rectangles together. Pin a hand puppet pattern on top. A free printable puppet pattern is available in the Resources section or use your own favorite pattern. Cut the puppet from the two felt pieces.
Use the glue gun to glue the inside edges of the puppet together. Don't glue the bottom edges; this is where you'll insert your hand.
Glue one 3-inch diameter white felt circle onto the puppet's face with the glue gun. Glue another 3-inch diameter white felt circle directly below the face, on the center of the puppet's chest. This is the cat's face and chest.
Glue a 1/4-inch diameter black felt circle onto the center of the white face with a glue gun. This is the cat's nose. Use a permanent black marker to draw two ovals for eyes. Draw a black circle within each oval for pupils. Draw a wide U for a smile.
Turn the red felt figure 8 material horizontally so it looks like a bow. Glue the bow between the face and chest with the glue gun. This is the cat's tie.
Glue a 5x3-inch white felt rectangle to a piece of card stock of the same size or larger with rubber cement. Cut the card stock along the felt edges.
Measure up 1 inch from the bottom right corner of the white felt rectangle. Make a 1-inch horizontal line with a pencil. You are drawing a top hat. Measure up 1 inch from the bottom left corner of the rectangle. Make a 1-inch horizontal line with a pencil. At the inside end of each 1-inch horizontal mark, draw a line straight to the top of the white rectangle. You have drawn two 1x2-inch rectangles on the right and left side of the felt rectangle. Cut out these two rectangles. You have a top hat (capital T shape).
Align the 3-inch long top edge of the red felt rectangle with the 3-inch long top edge of the top hat. Glue the red "stripe" to the white felt with a glue gun. Measure down 1 inch from the first stripe. Glue the other red felt rectangle into place. These are the hat's red stripes.
Glue the hat to the top 1 inch of the cat's head with the glue gun.
