The Robert C. Byrd Scholarship Program is a scholarship program funded by the federal government but only students who reside in Pennsylvania are eligible. Students who apply for this scholarship must meet exacting academic standards such as placing in the top 5 percent of students at graduation, maintaining a 3.50 grade point average and scoring above an 1150 combined on the SAT or above a 25 composite on the ACT. This scholarship cannot be applied to tuition at a foreign school. Award values vary by year depending on federal funding. Students who apply and qualify for the program but do not receive an award are eligible for the Pennsylvania Higher Education Assistance Agency Academic Excellence Scholarship Award Program.

The New Economy Technology Scholarship includes two scholarships--the Technology Scholarship and the SciTech Scholarship. Recipients of either award must work full-time for one year in the Commonwealth of Pennsylvania in a field determined by the Pennsylvania Department of Education and the Pennsylvania Workforce Investment Board. Scholarships are not need-based and are first-come, first-served. The Technology Scholarship awards up to $1,000, while the SciTech Scholarship awards up to $3,000 as of 2010.

The Partnership for Access to Higher Education is a means for students who have been awarded scholarships or grants and are still coming up short on their college bills to pay tuition. The scholarship is need-based and students can be enrolled for as little as half time. The PATH award is as high as $3,500 per year as of 2010. Students must first have been awarded a scholarship or grant by one of over 30 organizations throughout the Commonwealth of Pennsylvania.

The Commonwealth of Pennsylvania provides a state grant for students who are children of active duty servicemen who have been declared prisoners of war or missing in action. The serviceman must have lived in Pennsylvania for 12 months before active duty service, which should have begun after January 31, 1955. Students will be disqualified if their parent has any discharge status other than "honorable."

The Postsecondary Educational Gratuity is a program that sends the children of fallen Pennsylvania servicemen to college. Eligible servicemen include police officers, firefighters, rescue and ambulance workers, prison guards, National Guardsmen, sheriffs and deputy sheriffs. Students must be under the age of 25 and are eligible to have their entire tuition, fees, room and board waived at a publicly funded post-secondary institution in the Commonwealth of Pennsylvania.
