Measure the height of your bulletin board. Cut out three balls out of construction paper -- a small one for the head, a medium one for the stomach and a large one for the body. The height of the three stacked balls should be slightly shorter than your bulletin board. Cut black construction paper in the shape of a top hat for the snowman's hat. Cut circles from black construction paper for the eyes, orange paper for the nose and red paper for the mouth. Photocopy small snowflakes, and have the students write on the snowflakes the names of books they have read that year. The snowflakes should fill up the whole body of the snowman except the face. Then write the words, "We're Reading to Build a Snowman."
Draw a snowman on white construction paper and photocopy enough pages for each student to have one. Have the students write enjoyable activities to do in the winter, the ask each student to color the face of the snowman the way he wants. Cut out the snowmen. Let the students pick background colors from construction paper, and glue the snowmen to the backgrounds. Place the students' work on the board in a circle, square line or randomly ordered. In the empty spaces stick icicles, trees or make snow coming down with cut pieces of white construction paper.
Have the students make snowmen out of two sizes of paper plates, using a small plate for the head and a large plate for the body. Use yarn or pipe cleaners as the arms and legs. Cut mittens out of construction paper. Attach the snowmen to the bulletin board. In large letters write the board's title, such as "Winter in the 2nd Grade," or "Winter in Mrs. Stern's Class."
Fold paper in half to create a snow card. Have students draw and color snowmen on front of the card, and write what they like about winter inside. Make different-colored snowflakes to place randomly around the cards for a fuller look. The top of the bulletin board should read something like, "Mrs. Stern Loves her Class Snow Much."
