Purchase flash cards and a dictionary. Whether you decide to learn on your own with course books and audio cds, or to learn with a Latin tutor, you are going to need flash cards and an English to Latin dictionary. They are inexpensive, both can be purchased for less than $20. SparkNotes makes a series of Latin Vocabulary flash cards (which come in a box of 1000 cards, and sell for $8.95) that are available for purchase from Barnes & Noble, Borders and Amazon.com.
Practice your vocabulary cards and read in the dictionary while you are deciding which method of learning you'd prefer---to find a Latin tutor, or the self-instruction method. If you prefer to find a Latin tutor, then you may skip step 3 and move on to step 4. If you're interested in self-study, proceed to step 3.
You've been practicing daily with your flash cards and reading your dictionary, but that alone is likely not going to allow you to reach the competency level you desire. Fortunately, there are courses available that will help you polish your Latin vocabulary to the point of perfection. Rosetta Stone Latin ($250) is a computer software program which uses sight and sound to create an optimal learning atmosphere, and it stands head and shoulders above other software programs.
Purchase the reference standard for learning Latin: Wheelock's Latin (course book and accompanying work book are both reasonably priced, around $15 each). The Wheelock's Latin website also offers pronunciation guides and audio downloads, so be sure to familiarize yourself with the site: http://wheelockslatin.com/chapters/introduction/introduction.html. Note: You need a book or series of books like Wheelock's Latin whether you end up being tutored or studying on your own. Your Latin tutor will likely recommend Wheelock's Latin, and will incorporate your self-study into the weekly lesson.
If self-study is not an option, find a Latin tutor. Latin is taught in many high schools and universities across the country, chances are very good that you will be able to locate a student of Latin who is willing to provide you a weekly lesson for a reasonable rate. The best way to find a Latin tutor is to contact the language or Classical Studies department at the closest university to you, and inquire about student-tutoring in Latin. Many students will have offered their services on online classified markets such as Craig's List, so be sure to look there as well.
