All high school seniors who are currently in foster care (whether through a public or a private agency) or who are the children of active PSRFA members are eligible to apply for this scholarship fund. Established in 1988, this scholarship is designed to help cover the cost of continuing education for Pennsylvania's foster children.

The Chafee Education and Training Grant (ETG) Program provides up to $5,000 per year toward the costs of higher education for Pennsylvania youth who were in (or adopted from) foster care after age 16. Students must be participating in the Education & Training Grant program on their 21st through 23rd birthdays to be eligible.

The Pennsylvania Higher Education Assistance Agency administers a need-based grant program to cover the costs of higher education. Those who have been in foster care since or after turning 13 are considered financially independent, so only the income they earn on their own (i.e. through an after-school job) is considered. Approximately 99 percent of those earning less than $25,000 a year are eligible for a grant of up to $4,000 per year.
