Cite congressional documents in-text by using the title of the document and the date it was issued in parentheses.
Use the title, serial number, congressional number and date to cite congressional hearings. For example: Congressional Hearings on Citations (Serial 94-129), 107th Cong. (2003).
Cite reports and documents using the Congressional house they came from, the number of the report, the page number and the date. Senate reports should be abbreviated as "S. Rep." and Senate documents as "S. Doc." House reports or documents replace the "S" with "H.R." For example: H.R. Doc. No. 97-238. at 19 (2006).
Cite committee prints with the title, whether they come from the Senate or House, the number of the Congress, the abbreviation for a print ("S. Prt." for Senate and "H.R. Prt." for House), the number of the print and the date. For example: Committee print title, U.S. Senate, 102nd Cong., (S. Prt. 239-12). (1998).
Cite bills with the title of the bill, whether the legislation originated in the Senate or House, the bill number, which Congress it was, the date and the section if applicable. This is where you'll need the section abbreviation. For example: Congressional Citation Act of 2003, H.R. 14, 89th Cong. § 3 (1987).
