The project was launched in 1993 in Bexhill-on-Sea in the United Kingdom. While training takes place in the UK, the campus property was purchased by the UAE government from the UK government. As of July 2010, the program had celebrated the graduation of its 14th class.
According to the United Arab Emirates Armed Forces, the purpose of the program is to provide for the "pastoral and academic affairs of all technical, undergraduate and postgraduate students." The campus thus provides facilities such as accommodations, mosques, sports centers, medical centers and administration offices.
The aims of the project are to produce technicians with National and Higher National Diploma Qualifications, provide students with the opportunity to learn English, take advantage of the British Further Education system and assess academic performance via the UAE's Department of Academic Education.
