How to Transfer Post-9/11 GI Bill Benefits

The Post-9/11 GI Bill offers generous financial incentives for military service members, their spouses and their children. These benefits may be transferred to a spouse or children, provided the service member has already completed at least six years of service and will complete at least a total of 10 years of military service. The program will pay for tuition and fees up to the amount charged by the most expensive in-state undergraduate tuition at a public institution." Both the service member and the benefits recipient(s) must complete separate eligibility requirements before the Department of Veterans Affairs will transfer benefits.

Instructions

Complete the U.S. Department of Defense's Transferability Application. Service members must fill out this application on a military members-only website. You can access the Transferability Application at the Department of Defense's homepage, Defense.gov. Enter "Transferability Application" in the search box.

Wait for the Department of Defense to notify you of either your approval or denial of transferability. The department will determine both eligibility and transferability of benefits, and how much financial aid will be awarded. Depending upon your situation, the department may limit your benefits.

    • 3

Complete VA Form 22-1990e. The Post-9/11 GI Bill beneficiary must complete this form, which is an application to use the benefits. Multiple beneficiaries may use portions of the benefits, up to the total benefits given to their service member. Each beneficiary must fill out a separate VA Form 22-1990e.

Waiting can be the hardest part of the process.

Wait for a letter from the Department of Veterans Affairs determining the beneficiary's eligibility to receive benefits. Age requirements will apply, along with other restrictions. The VA's notification will include whether the beneficiary is eligible to receive benefits, and how much financial aid will be awarded to that particular beneficiary.

Contact the beneficiary's higher education institution's department of financial aid to ensure the department has all the proper information and paperwork. This will vary by institution.
