The program provides funding to local educational agencies (LEAs) to provide emergency management for staff. These funds can also be used to create procedures and help LEAs create a comprehensive all-hazards emergency management plan in conjunction with community partners (law enforcement; public safety, health and mental health agencies and local government).

The COPS grants help schools invest in the placement and use of metal detectors, locks, lighting and other deterrent measures, and provides security training for students and personnel.
