The department of civil and environmental engineering at the University of Maryland's A. James Clark School of Engineering was established in 1908. The department offers undergraduate and graduate programs. Undergraduates can work toward the Bachelor of Science (BS) degree in civil engineering, and graduate students work toward the Master of Science (MS) and Doctor of Philosophy (PhD) degrees. Civil and environmental engineering students can specialize in environmental, geotechnical, structural, transportation, water resources or construction engineering. All undergraduates must pass a comprehensive exam at the end of their last year. All graduate students must complete scholarly papers or theses, and PhD students must complete extensive independent research. In 2009, U.S. News & World Report ranked the University of Maryland at College Park 17th among engineering graduate schools.

The United States Naval Academy was founded in 1845, and, as of 2009, had about 4,400 undergraduates. The civil engineering track within the school's Coastal Engineering program emphasizes research in coastal and environmental engineering as well as ocean structures and marine foundations. Students work toward a Bachelor of Science (BS) degree. In 2009, U.S. News & World Report ranked the United States Naval Academy 5th among undergraduate engineering programs where doctorate degrees are not offered.
