The University of Baltimore was founded in 1925 and joined Maryland's public university system in 1975. Located in the Mount Vernon Cultural District of Baltimore, the institution offers students opportunities to study at the Yale Gordon College of Arts and Sciences, the Merrick School of Business, the College of Public Affairs or the School of Law. In 2009, more than 6,000 students were enrolled at the University, with the majority from within the state of Maryland. As with many public universities, tuition for out-of-state students is double what in-state students pay. The university tends to attract older students as the average age of an undergraduate student in 2009 was 28.

Situated on 287 wooded acres just north of the city of Baltimore, this independent liberal arts college has approximately 2,300 enrolled in undergraduate and graduate programs each year. The school offers 31 majors and requires all undergraduate students to participate in at least one study abroad program before graduation. Goucher College provides students with increased individual attention and has a 10-to-1 student-to-faculty ratio. Tuition at the college for undergraduates in 2010 was approximately $35,000 per year. However, the school offers an array of scholarships each year to relieve the financial burden on students. Student housing is guaranteed to all students for the entire duration of enrollment.

The campus of Morgan State University is situated on 143 acres in a residential section of Baltimore. Each year, approximately 6,000 students are enrolled in one of the school's bachelor, master or doctorate programs. Morgan has historically been a black institution and continues to receive more applications from African-American students than most universities in the country. Although many other majors are available, the school consistently awards a large number of degrees in the fields of engineering and science. Approximately 2,400 students can be accommodated in one of the six residence halls and apartment buildings.
