Navy Policy for the Transferability of the New GI Bill

The Post-9/11 GI Bill provides education benefits to Navy veterans by paying tuition, fees and housing costs for college. As of Aug. 1, 2009, eligible service members are able to transfer these benefits to dependents.
  1. Eligibility

    • Service members must complete six years in the military and re-enlist for another four to transfer benefits. Eligible dependents include a spouse or children who are registered with the Defense Eligibility Enrollment Reporting System (DEERS). Benefits may be divided among dependents.

    Application

    • A Transfer of Education Benefits (TEB) application must be completed through the Department of Defense website. After the request is approved, the family member or members to receive benefits must apply for an eligibility certificate through the Department of Veterans Affairs using VA Form 22-1990e.

    Transfer to Spouse

    • Education benefits transferred to a spouse may be used immediately or within 15 years of the military member completing active duty. The spouse will not receive a books and supplies stipend while the service member remains on active duty.

    Transfer to Child

    • Ten years of service must be completed before a child may use the education benefits. The child must complete high school or the equivalent and use the benefits between the ages 18 and 26. She will receive a monthly stipend for books and supplies.
