Create a list of goals. Decide whether you are trying to create a high school program for your student or students that addresses basic subjects, like math, English, and science, or whether you want your student to explore more advanced and exotic topics, such as Arabic or Advanced Calculus. Consider whether you need to create an entire, well-rounded curriculum, or if you would like to focus on a few areas exclusively.
Search available programs to find ones that match your goals. Finding classes taught online from other schools and piecing together a curriculum from these offerings is the easiest way to customize a virtual high school. For example, the University of California system offers Advanced Placement classes for many subjects, while schools like National University offers classes such as Persian and Arabic.
Search for teachers. By posting ads for teachers on websites such as Craigslist or looking on existing websites such as Tutors.com, you can find qualified teachers willing to teach by Skype or other Internet-based programs at a distance. Be sure to establish the rate you are willing to pay and what you are looking for --- curriculum design, how many hours per week, for example.
Get proper clearance from authorities. After planning your curriculum, make sure that you follow the laws for your state regarding home-schooling students or establishing an educational, degree or non-degree granting institution. These requirements vary by state.
