If you want to attend a more expensive state college or university, get good grades, get scholarships if possible. Go online and apply for as many scholarships as you can. In addition to that apply for the FAFSA at fafsa.ed.gov, (Free application for student aid). Fafsa's will also apply to community and technical colleges.
The easiest route, if attending a very expensive college is not for you, is to go to a community college. You can go to their financial office at school and if your family's income is low, or if you're independent but have low income yourself, under $2000/mo. in some cases, you should qualify. You can also do this application process on the college's web-site.
Make sure you have money for books. Books can get pricey, sometimes $50 a book or so, so make sure you either have the money for that, or you might be able to find financial assistance for that as well at some state funded job centers. Also, get the best price on the books possible, you might find them cheaper used on Amazon.com, or some web-sites.
Join the army. Luckily, war activity in the middle-east and elsewhere is on the decline so join a military branch, get free boarding and food, and the military will pay whatever college funding you need.
