No, you cannot be enrolled as a full-time student at two colleges simultaneously, one in-state and one out-of-state. Colleges require full commitment from their students and wouldn't allow dual enrollment in this way. You might be able to take a single course at another institution as a guest student, but you wouldn't be officially enrolled as a student at both.
