Verify your eligibility for tuition remission under the Hazlewood Act. You must be attending a qualified Texas public college or university. You must also have been a Texas resident when you entered the armed forces, designated Texas as your home of record in official armed forces documents, or signed up for the armed forces in the state of Texas. You must also have served at least 181 days of active military duty and received an honorable discharge.
If you are the dependent of a veteran who meets the above eligibility requirements, then you are eligible for the benefits of the Hazlewood Act, so long as you are a resident of Texas and make satisfactory academic progress during each semester of college. To qualify, your veteran parent or spouse must have died in the line of duty or they must have passed their eligibility on to you through the Hazlewood Act Legacy Program.
If you have defaulted on a student loan that was provided by the state or guaranteed by the state, then you are ineligible for the benefits of the Hazlewood Act.
Download the application form for Hazlewood Act benefits. There are separate forms for first-time veteran applicants, first-time dependent applicants, returning applicants and applicants who are applying under the Legacy Program.
Fill out the downloaded application. The application requires you to provide information regarding your military history, Texas residency and educational history.
Obtain a copy of your or your veteran's Department of Defense DD214 document from your local Veteran's Administration regional office. This document provides verification of the veteran's military history.

Submit the completed application, DD-214 military history document, and federal VA education benefit statement to your college or university's financial aid department.
