Use a washable paint to color both sides of a plain paper plate. Once the plate is dry, fold it in half to create your duck's bill. Fold a smaller plain paper plate in half. Draw, paint or glue large eyes near the crease of the plate. Center the plate with your duck eyes on the crease of your duck's bill. Flip the plates over and secure the two pieces at the crease with tape. You can use your hands to move your duck's bill.
Measure and cut two pieces of orange felt to fit the brim of a yellow baseball cap. Glue the first piece of felt to the top of the brim. Glue the back edge of the second piece of orange felt to the bottom side of the brim where the brim meets the hat. The felt should hang open like the bottom of a duck's open mouth. Draw eyes above the bill of the hat with markers or fabric paint. You can also glue wiggly eyes above the brim. Allow glue to dry before wearing your duck hat.
Cut a circle from the edge of a plain paper plate to create the body of your duck. Use what remains of the paper plate to cut out the shape of a duck head. Glue the head to the top right peak of the duck body. Color or paint a second paper plate blue. Fold the blue paper plate in half. Glue or tape the duck onto the side of the blue paper plate. Use paint, markers, felt, or crayons to decorate the duck. The duck should be able to stand and rock on its own as if it were bobbing in a pond.
