Place a sheet of blue construction paper with the short side closest to you and draw three circles with chalk or white crayon on the paper. Make a large circle on the bottom of the page, a medium circle in the middle, and a small circle on top to create the outline of a snowman.
Provide the child with cotton balls and white glue on a paper plate. The child can dip the cotton balls into the glue and then fill in the circles to create a three-dimensional puffy snowman. According to the BabyCenter website, this method is much neater than letting a child squeeze glue directly onto the paper. Encourage the child to fill in all the space in the circles for the best results.
Give children construction paper shapes to finish the snowman. Pre-cut an orange triangle for a nose, five large black circles for the eyes and buttons, five small black circles for the mouth, a black top hat, and brown rectangles for arms. Children can dip them in the glue and place on the snowman, or use a cotton swab to apply a small amount of glue to the pieces. BabyCenter suggests using popsicle sticks as an alternative to the brown construction-paper arms.
Let the snowman dry. Afterwards, children can add snowflakes to the background using white chalk or crayon. Foam snowflake stickers or those drawn with glitter glue will also complement the snowman.
