Cut the dark blue paper to measure 7 inches wide by 5 inches long for the cover. Set it aside.
Cut the interior pages to 7 inches wide by 5 inches long. Use white paper for the interior pages or map-patterned scrapbook pages, for a twist.
Lay the blue paper flat, horizontally. Lay the interior pages on top. If you have used patterned paper, lay the pattern right side up. Fold all the pages and make a crease. Staple with two staples along the crease to create the passport book, then fold it again.
Write on the cover with gold glitter pen. One inch from the top, write "PASSPORT" in all capitals. Write "United States of America" 1 inch from the bottom. Draw the Great Seal of the United States in the middle.
Open the passport and turn it horizontally. Use a glue stick on the first page to affix the photo in the top left corner. Write on separate lines with a thin black marker the keywords for needed information: Full Name, Date of Birth, Sex, Place of Birth, Passport-Issuing Authority (United States), Validity (date of issue and date of expiration, usually five years for children.) Fill out the information to complete the passport.
