Start a new account with a free server like Wordpress, Blogger or LiveJournal. Enter a username and choose a password. If you want to publish your outline anonymously, choose a pseudonym for your username. Follow the website's instructions to set up your account, then login with your username and password.
Click "New Post" and give your outline a title in the title window. In the post box, type one sentence summarizing the topic of your paper, including the reason for the paper. Consider whether this is a descriptive essay, a research paper, a persuasive essay or a journalistic report and make sure your sentence conveys this intent.
Create a list of the main points you will cover in your paper. Each point will be general and will most likely be its own paragraph in your completed paper. Label each point using the post's bullet points, or label each one with a Roman Numeral or letter as a list.
Create two to three points for each main point you created in Step 3, numbering them as a list. For example, if your first main point read "A. Pros of Internet in Education," the following sub-list might read "1. Broad research tool, 2. Multi-media lessons, 3. Faster communication." Create a sub-list for each main point.
Write a complete sentence beneath each sub-point that sums up the information you will include in your paper. When you write the paper, you can use this sentence and expand on it, giving more specifics about the topic in that point.
Summarize your conclusion and any results from your paper in one sentence beneath the main points.
Click "Publish" to share your outline online. To limit who is allowed to read your outline, go to your privacy settings and click the box next to Private. Add the names of any users who can view your outline, or send them an email invitation to view your outline, depending on which website you are using.
