Gather evidence over a period of time, by keeping copies of correspondences such as letters and emails. Keep a descriptive log of events by writing down the names and contact information of people that may be engaged in unethical conduct -- as well as the regulations they are violating. Do not video or audio record other people, unless you have consulted with an attorney who will advise you on the legality of recording third parties without their consent.
Contact a supervisor or employer within the organization and discuss the problem. If possible, use an anonymous caller ID, to avoid retaliation against you at this stage. Cite evidence that there is unethical conduct taking place by a certain people within the organization.
Consult with the Government Accountability Project (GAP) for assistance, if the management fails to follow up with the report you made. Fill in the GAP Intake Application form by logging onto the GAP website. The GAP will help you ascertain the facts of your case before making it public.
Seek the support of co-workers or community members who can support your claim that unethical conduct is taking place. Ask them to contribute to your log of events and collection of evidence by writing statements about what they have witnessed.
Publicize your case to inform the general public about the violations taking place in the organization. Contact media outlets and send press releases indicating the violations, and the people involved in the unethical conduct.
