Organize a planning committee. Select members for the committee who are able to bring in a diversity of viewpoints, visions and critical assessment of the current status of the science department. Include senior and new faculty members, student representatives and one or two faculty members from outside the department.
Summarize the current status and quality of the science department. Arrange for a series of talks and discussions among the committee members to outline their respective views and ideas about the department. Focus on what is working and what needs improvement. Ask each member to write a short summary to bring to the discussion. Discuss the strengths and weaknesses of the department, talk about ways to improve the course curriculum, discuss the needs and concerns of the students and discuss the relationship between the teaching load and research .
Outline a vision for the department. Consider the academic focus and direction of the department. The vision may involve changes to the course curriculum and requirements for science majors and graduate degrees to make a university department more competitive with science departments at other colleges and universities. Improving the quality of the department may involve long term goals, such as a more lab space, tools and technology, recruiting new faculty with research or fundraising expertise. Short-term goals may include such things as improving student-teacher relationships, evaluating and improving teaching quality and performance, updating and improving the quality of course text books.
Put together a review committee. Include members from the original planning committee as well as new members. The original members can clarify the original goals and intentions of the strategy plan and vision. The newer members are in a position to offer a fresh and critical point of view. Discuss the various goals and strategies of the plan. Is it having the desired effect for improving the quality of the department. Diagnose why some parts of the plan are working, not working or falling behind schedule. Come up with ways for adjusting and improving the original plan.
