Decide whether you want to study by correspondence or be a resident of the university area. Studying by correspondence will still let you gain the degree at a foreign university, although it will take longer. For example, at the East Siberian Academy of Culture and Arts, you can take a "Magister of Culturology" degree, which lasts two years for residents and five and a half years for correspondence students.
