Who can be AA representative?

An authorized airport representative (AAR) can be a customs broker, import house broker, or nonvessel-operating common carrier (NVOCC). Their primary responsibility is to clear shipments through customs and transport them to the importer of record. AARs are regulated by the U.S. Customs and Border Protection (CBP) and must be licensed by CBP in order to operate.
