The word percent means "per hundred" and is a way of expressing things as a fraction of 100. For example, 50 percent means "50 per 100." So if fifty percent of people voted for a certain amendment, that means fifty people out of every hundred voted that way. Percentages get a little more complex to understand when the numbers involved aren't factors of ten. For example, 67 percent of 39, or 59 percent of 213. These types of problems can be figured out with a little multiplication.
