Determine your learning schedule. You can practice as little or as much as you want, but you'll have better results if you study consistently at least once per week.
Search for free language programs on the Internet from your computer. The Internet has several online resources that are dedicated to helping you learn to speak German. You can practice speaking, writing and reading German immediately with some of them. See the References for some recommendations.
Find a pen pal or online buddy. Studying online with a pen pal who is fluent in German, or with another person who is interested in learning to speak German with you, is a great way to keep up the pace and the motivation.
Write German sentences on a regular schedule. Use your German-English dictionary to improve your German reading and writing skills. Begin writing German phrases so you can become more familiar with the words as you write them and commit them to memory.
Practice having German conversations with people you know. Say "Hello" in German to your mother when you speak to her, and if you have German friends or neighbors, practice your conversation with them.
