What is a civilian college?

A civilian college is simply a college that is not part of the military. It's a post-secondary educational institution open to the general public, not restricted to military personnel or veterans. It's the opposite of a service academy (like West Point or the Naval Academy) or a military college (like VMI or The Citadel).
