Access the "Veterans On Line Applications (VONAPP)" website and click "I Am a New VONAPP User."
Click on the appropriate link, stating whether you have a VONAPP account. If you need to create an account, you will be required to enter a username, password and email address. You will automatically be taken to a new page when this step is completed.
Select "Education Benefits (Form 22-1990) from the drop-down menu and click "Continue" on the bottom of the page.
Read the privacy act and click "Continue," then click "Create an empty new claim application" and click "Continue" again.
Select "Chapter 33 - Post 9/11 GI Bill" and click "Continue."
Complete the rest of the application by reading each page and selecting the appropriate responses. The form will ask for your name, sex, birthday, social security number, address, phone number, contact information of someone who can reach you, information about the school you want to attend, the dates during which you were active military and previous schooling or certifications.
Click "Submit Form" at the bottom of the last page.
