1. Full integration in the State of all those who were true Spaniards.
2. The supremacy of spiritual and moral values and rejection of materialism.
3. The nationalization of land, and prohibition of the latifundia (large estates) and mini-fundia (tiny family plots) systems of land tenure.
4. The organization of the agricultural class in syndicates and cooperatives for common defense.
5. Establishment of a National Credit Bank to provide agricultural credit.
6. Reorganization of the mining industry under the control of the State, the landowners and the workers.
7. Development of the nation's transportation and communications systems.
8. Improvement in the living standards of government workers.
9. Participation by workers in profits of industry.
10. The corporative organization of industry and commerce, with employers' and workers' syndicates.
11. Protection for small tradesmen, and small industries.
12. Nationalization of electric power, gas, telephone and public transportation services.
13. Redistribution of bank profits amongst the entire citizenry, and nationalization of the Bank of Spain.
14. Control and restriction of the free circulation of capital and a prohibition on the export of capital.
15. Organization of the Army on the basis of compulsory military service.
16. Unification of civil and criminal law into a single national legal code.
17. Establishment of a single State school, religious education to be excluded.
18. The organization of the country into regions according to their natural characteristics and traditions, with legislative and executive powers devolved to regional levels.
19. The corporative organization of the State on a basis of "vertical syndicates" representing every level of the economy and society, from peasants to businessmen, all organized within their respective trade groups or professions. The syndicates would be hierarchically organized under a National Council composed of representatives of all the syndicates, and they would also participate in the government of the State (this proposal is essentially corporatism).
20. The revision and reform of the civil code, introducing divorce and the right of succession by illegitimate children.
21. Suppression of the jury system and the establishment of "popular judges".
