    • 1

Begin the proposal with an overlook of the entire project, an explanation why the project is relevant and the expected outcomes. If the project has any apparent limitations, address those here as well. Place a header "Introduction" or "Abstract" above this section.

    • 2

Discuss the theory. Write about previous or related work and include any applicable research. This will back up your project and show your audience you are knowledgeable about the topic. Title this section "Background."

    • 3

Describe the project. Present all project activities, components, procedures and explain who will be in charge of what. Make a timetable specifying how long certain steps are going to take and describe in detail all possible outcomes. Title this section "Procedures."

    • 4

Lay out a budget. Describe how much each step of the project is going to cost and detail how the costs are going to be allocated. If your reader is the one who will be potentially financing the project, he will want to know how much money it's going to cost.
