Permanent marker stain can be removed with household supplies. The like dissolve like rule we learned in chemistry applies here. For example, polar compound dissolves other polar compounds and non-polar compound dissolves other non-polar compounds.
Alcohol would easily remove permanent marker stain. Use a Kleenex tissue and soak it in Alcohol. The permanent marker stain is easily taken off from glass surfaces and other inorganic surfaces.
Tag or axe body spray can remove permanent marker stain as well. Just spray it on the affected area and wipe it off with Kleenex tissue.
Nail polish remover can remove permanent marker stain as well. However, if the permanent marker stain is on your clothing, it is more difficult to remove. Nail polish remover might be too harsh for fabrics.
Permanent ink on clothing is pretty hard to remove completely and you should do it gently. Alcohol is the best choice in this case, wet the Kleenex tissue. And place it over the affected area. Wait for the ink transfer to occur. Do it slowly to avoid the stain from transferring to other areas. Do it several times to get the best result.
