If possible, while in Cebu try to live for a while in the province, as the use of English is much higher in the Metro Cebu area. If you are in the Metro Cebu area, try to find housing arrangements with locals who don't know much English.
Get a private tutor. Generally, this isn't too expensive. If you are abroad, you can get an online tutor, using chat and webcams, by posting on the various Cebu-related forums.
