Why are state tests so hard?

State tests are designed to measure student achievement of state standards. These standards are typically developed by a team of educators and experts in the field, and are based on research and evidence of what students should know and be able to do at each grade level. State tests are designed to be difficult so that they can accurately distinguish between students who have mastered the standards and those who have not. This information is used to help schools and teachers identify areas where students need additional support, and to make decisions about curriculum and instruction.
