Who will prepare test plan?

The person or team who prepares a test plan depends on the context. There's no single answer. It could be:

* A Test Lead or Test Manager: In larger projects, this role is usually responsible for creating and managing the test plan. They oversee the testing process and coordinate the efforts of the testing team.

* A Senior Tester: In smaller projects or teams, a senior tester with experience might take on the responsibility of creating the test plan.

* A Business Analyst: In some cases, a business analyst might contribute significantly to or even create the test plan, especially if they have a strong understanding of the requirements and user stories.

* A Dedicated Test Analyst: Some organizations have dedicated test analysts whose primary role is to design and execute testing activities, including creating test plans.

* The Development Team (in some Agile environments): In highly Agile environments with strong developer testing practices, the development team might collaborate closely on test planning, and perhaps even create parts of the test plan. This is less common for a complete, formal test plan.

In short, the individual or team responsible for creating the test plan will be the one with the necessary expertise, experience, and authority within the project or organization.
