Who or what is worst enemy in Act 3?

In Act 3, the worst enemy is the Storm Witch. She is the main antagonist of the act, and she poses a significant threat to Mario and Luigi. She has a variety of powerful attacks, and she is also able to summon minions to help her in battle.
