Who created residential schools?

Residential schools in Canada were created and operated primarily by the Canadian government in conjunction with various Christian churches. While the government held ultimate responsibility for their establishment and funding, the day-to-day operation and education were largely delegated to religious orders, most prominently the Catholic Church, but also Anglican, Presbyterian, Methodist, and other denominations. Therefore, there's no single creator, but rather a collaborative effort between the government and various churches.
