The Test of English as a Foreign Language, or TOEFL, is an exam required for non-English speaking students who apply to American universities. The test has a reading, writing, listening and speaking component, with all of the sections testing a student's understanding and use of the English language. While most universities require you take the TOEFL, you can petition to waive the TOEFL if you have already studied at a university where English was the dominant language or if you believe your English skills truly are competent enough.
