Okeke was born on June 19, 1961, in Mbieri, Imo State, Nigeria. He obtained his Bachelor of Pharmacy degree from the University of Nigeria, Nsukka in 1985 and his Master of Pharmacy degree from the same university in 1987. He then proceeded to the University of London where he obtained his Doctor of Philosophy degree in Pharmaceutics in 1992.
Okeke began his academic career as a Lecturer in the Department of Pharmaceutics at the University of Nigeria, Nsukka in 1992. He rose through the ranks and became a Professor of Pharmaceutics in 2002. He has served in various administrative positions in the university, including Head of Department, Dean of Faculty, and Deputy Vice-Chancellor (Administration).
In August 2020, Okeke was appointed as the Vice-Chancellor of the University of Nigeria, Nsukka for a five-year term. He is the first alumnus of the university to be appointed as the Vice-Chancellor.
As Vice-Chancellor, Okeke has implemented various initiatives to improve the university's academic standard, infrastructure, and research output. He has also strengthened partnerships with local and international institutions to enhance the university's visibility and impact.
Okeke is a Fellow of the Nigerian Academy of Science, the Academy of Pharmaceutical Sciences of Nigeria, and the West African Postgraduate College of Pharmacists. He has published over 100 research papers in reputable journals and has served as a consultant to various pharmaceutical companies and government agencies.
Okeke is married with children. His wife, Mrs. Ifeyinwa Okeke, is a pharmacist and a businesswoman.
