A manifesto is a public declaration of principles, aims, or motives, especially one issued by a political party, movement, or group. It is typically a written document that sets out the goals and objectives of the organization or group.
Non-declaration, on the other hand, is the opposite of this. It is the absence of a public declaration, or a refusal to make one. It can be seen as a form of secrecy or obfuscation, or as a way of avoiding accountability.
