There are some *very* rare exceptions, perhaps if the low GPA is due to extenuating circumstances that are thoroughly documented and explained (serious illness, family crisis, etc.) and supported by strong recommendations. However, this is a very difficult hurdle to overcome.
In short, a perfect SAT score is a great achievement, but it's not a magic bullet to compensate for a 1.5 GPA. You'd need to address the reasons for the low GPA and demonstrate significant improvement to have a reasonable chance of college admission.
