Can a student who has given 11th exam in 2009 and 12th 2011 give iit 2012?

No. The IIT JEE (now JEE Advanced) had an age limit. A student taking the exam in 2012 would have needed to be within the age limit, and completing 12th in 2011 would have made them too old to be eligible.
