Why does each family unit must have a male and female child in the Giver?

In the book "The Giver", there is no requirement for each family unit to have both a male and female child. In fact, the society depicted in the book is heavily regulated and strictly enforces a system of "sameness" and conformity. Gender is not a particularly salient factor in family composition or roles within the community.
